Yes. Each item has its own GST rate dropdown, so you can mix items taxed at different rates (e.g. 5% and 18%) on the same invoice, and the totals are calculated per item and summed.
Same state splits the GST into CGST + SGST (half each), used when the seller and buyer are in the same state. Other state applies the full rate as IGST, used for inter-state sales. The total tax charged is identical either way - only the split differs.
